• Coordinates and facilitates the meetings of the interagency HOP working group, drafting agendas, keeping meeting minutes, and ensuring execution of all follow-up actions.
• Develops, drafts, and finalizes the HOP guidance document, representing the objectives and processes determined by the HOP working group.
• Coordinates and manages communications with all appropriate HQ entities regarding the processes and objectives of the HOP exercise. These entities will include, at a minimum, the U.S. Global AIDS Coordinator, the Deputy Coordinators, PEPFAR Deputy Principals, and the Technical Working Group co-chairs.

It is the responsibility of the Information Systems Security Officer (ISSO) and Systems Administrator (SA) of the system to determine how modifications and /or introduction of new technology will impact the performance and security of their system.
3. Obtain C&A for ISs under their purview and ensure that accredited ISs are operated and maintained in accordance with their documentation.
4. Be the approval authority for customer personnel access to the ISs under their purview.
5. Ensure users have appropriate clearances, indoctrinations and have a valid need-to-know for information to which they have access.
6. Ensure all remote and network connections meet or exceed the Information Systems Security (ISS) requirements of the IS.
7. Administer the user Identification and authentication mechanisms of the IS. When direct control of these mechanisms is not feasible, the ISSO will coordinate with the SA to ensure that the mechanisms are use in the most effective manner.
8. Ensure user accounts are removed once access to the IS is no longer required.
9. Ensure proper approvals are obtained and purging procedures are followed when storage devices or other components capable of storing data are prepared for release.
10. Ensure all computer monitors bear the appropriate color-coded classification and monitoring label stickers. The CPU unites/ container shall also bear the appropriate color-coded classification label.
11. Identify to management and other appropriate ISS personnel any security weaknesses as well as security improvements for the IS.
12. Ensure that physical and operational procedures do not compromise IS security or negate its certification and accreditation.
13. Review the IS security audit trails in accordance with customer policy and procedures.
14. Immediately report all security incidents involving ISs in accordance with customer policies and procedures regarding computer security incidents.
15. Advise users of the security features and procedures used on the IS.
16. Ensure that maintenance personnel are granted only those privileges required to perform their job.
17. Ensure that the appropriate configuration management mechanisms are used and maintained to protect the security posture of the IS.
18. Coordinate with appropriate SA and programmers for changes to operating systems software or applications software. The FACTS info system will be the Office of the Director of Foreign Assistance’s (F) primary tool for the dissemination of planning and performance information as well as for foreign assistance budget formulation. It is currently operational in USAID and Department of State domestic and overseas locations; however, many new capabilities and requirements are being evaluated and added regularly. New capabilities that are needed include but are not limited to: 1) the addition of current year budget execution collection and reporting features; 2) snapshots of the data as it was reconciled at key points in time – e.g., the submission to the Office of Management and Budget, the Congressional Budget Justification (CBJ), etc., - maintained in such a way that they can be easily compared; 3) the capability to highlight instances where budget allocations do not match control levels; 4) an authorization scheme that will allow groups of users to be defined alongside the specific data and group members will be permitted to view and edit; 5) a module that will allow users to define document formats interactively, save these formats for later use, and generate documents based on these formats, whether singularly or in batches; 6) data entry screens capable of displaying the history of all changes to each data element, whether text or numeric; 7) design stored procedures that efficiently transform (including pivot) datasets; 8) author stored procedures, table functions, and views that provide grouping, filtering, sorting and permissions reporting logic for the data warehouse; and 9) improve efficiency of existing functionality by rewriting code as .net Common Language Runtime C# code embedded within the database.
Beyond contributing to the implementation of these features, the contractor will be expected to aid in the refinement of the system architecture. This will involve working with the F technical team to ensure that the system is scalable, responsive, available, secure, maintainable, and easy to administer. Specific tasks might include designing load tests and tuning the database and application components to meet performance goals; defining workable source control and software configuration management schemes, performing database administration tasks such as preparing backup plans and assigning database-level permissions, and investigating novel approaches to technical problems.
Knowledge, Skills and Experience:
Practical Experience:
• 5+ years experience as a database developer.
• Minimum of 3 years recent experience with SQL Server 2005 and/or 2008 and Transact-SQL, working in data-warehouse environments.
• Experienced in authoring stored procedures and functions, designing table structures, and implementing ETL solutions between databases.
Theoretical Knowledge:
• Formally studied advanced database concepts (college degree preferable)
• Must be familiar with relational database design and data warehouse concepts.
