Enforce the design and implementation of trusted relationships among external systems and architectures. Contribute to the security planning, assessment, risk analysis, risk management, certification and awareness activities for systems and networking operations. Interacts with customers, IT staff and high-level corporate officers to define and achieve required IA objectives for the organization Contribute in building security architecture Coordinate the integration of legacy systems. The Statistical Research Analyst will work with R/PPR, the Department’s Resource Management bureau, regional and policy bureaus, and U.S. embassies to develop a system of performance metrics that can be aggregated by country, region, and the Department. The analyst is responsible for applying statistical principles to manipulate, integrate, analyze, validate, document and report data that facilities public diplomacy evaluation studies and performance measurement research. The contractor will provide advice and consultation on a wide range of technical issues, including the formulation of sound, innovative methodologies for assessments and state-of-the-art strategies for implementation of public diplomacy metrics of highly complex multi-site research. The contractor should have experience and expert knowledge in running regression techniques (logistic and linear regression) and basic descriptive and comparative statistics (parametric and non-parametric). Prior experience in systems analysis and the design, creation, and management of databases and supporting software is preferred. Prior experience with a variety of statistical computer software applications, such as, SAS, SPSS, Excel and Access are required. This position reports to the Deputy Director through the Communications and Outreach Officer and the Data Management Specialist. Candidates MUST be former Foreign Service Officers or FSO family members.
Major responsibilities include:
1. Database management, including migrating data to office databases, assisting in documenting existing databases, creating hardcopies of database report libraries, and drafting SOPs for routine database procedures.
2. Maintaining database and mailing lists for FLO publications. Responding to online requests for assistance and information.
3. Assist in preparing FLO publications by collecting articles, performing initial editing and/or formatting newsletters. Assist in arrangement of materials to be converted to resources.
4. Assist in FLO rebranding, outreach, and marketing by printing and preparing updating materials, and helping set-up for public events.
5. Inventory and track distribution of FLO promotional items.
6. Tracking responses to Overseas Childcare Report and follow-up to submission delinquencies.
Qualifications: US Citizen family members, including members of household, with a minimum 3 years of experience living in a Foreign Service community abroad. Awareness of and sensitivity to the information gap regarding resources available to employees and family members serving under Chief of Mission Authority abroad. Keen eye for style and design, strong communication, editing, and analytical skills, able to manage information on confidential basis. Eager to provide administrative support to the program at a professional level. Must have strong problem solving skills and be able to handle multiple tasks under time constraints, prioritizing appropriately. A team player, positive, energetic and used to working in a fast moving work environment. Suggested specific software qualifications include Microsoft Office (especially Excel and Publisher), Adobe Acrobat, and Website management skills. Four-year college degree preferred.
