The following are typical duties the incumbent(s) will be required to perform:
Drafts a variety of technical, programmatic, funding and informational memoranda and letters; assists in the preparation of Congressional testimony, press guidance and interagency, bilateral and multilateral agreements in accordance with Department policies and positions;
Makes recommendations to the Africa Team Leader on managing the INL programs in selected countries within the Africa portfolio including program design, coordination with other USG entities and international donors, implementer selection, negotiation of agreements, monitoring of program implementation, evaluation of success, results tracking, budget request formulation and justification, and keeping informal records of funding – requests, allotments, expenditures and pipelines – as well as monitoring and enforcing interagency, bilateral and multilateral agreements.

Job Description:
o Information Assurance Specialist – one position to provide security systems support
The Contractor shall provide staffing to perform Information Systems security services for the Bureau of Human Resources’ Integrated Personnel Management System (IPMS) and contractor managed systems.
Tasks expected of the Contractor shall include, but are not limited to:

This contractor will be located in Mexico City and will manage a challenging new-pilot program. A fully bilingual techno-savvy candidate (Spanish-English) with previous work experience as "CEO", "COO" or "Director" level in a multinational, private owned firm or a Business Chamber. A highly connected individual in the Central and Southern American region with representative work in Guatemala, Nicaragua, Honduras, El Salvador, Costa Rica, Argentina, Chile and Uruguay.
Engages remote audiences through free videoconferencing technology provided by one of the voice-over-the-internet systems. Equipped with high-speed Internet connections and Web cams, this contractor will conduct "virtual" outreach to our clients in listed countries and possibly additional countries. Creates systems to enroll over 500 clients in program services. Maintains a high volume and dynamic client base during the duration of the program. Achieves monthly placement activity and contact outreach targets as established by Supervisor. Works effective in a non-bureaucratic manner with clients and contacts throughout the region. Knowledge of basic labor laws in listed countries. Understands business associations within listed countries. Demonstrates understanding of and ability to network at all levels and across cultures. Functions: Administers ongoing marketing program to promote the features and benefits of the program to employers and to potential clients of the program. Maintains database of employers and list services related to employment. Produces and maintains a Local/Regional job search guide with country-specific information for each of above listed countries. Communicates virtually / via electronic /communication tools with clients on their participation in the program. Provides constant feedback and counsel clients on ways to improve their employability and provide contacts of individuals and companies that can assist them in their job search . Produces and disseminates information on employment topics with specific focus on listed countries' culture with tips on job searching locally through written articles, position papers, training materials and web site postings. Trains , briefs , and addresses clients posted to program participating countries. Develops personal coaching skills necessary to assess and counsel clients on their individual needs. Prepares and maintains accurate and timely records of all program activity on stated objectives, goals and strategies as defined at each county. Weekly and monthly reports must be in the prescribed format as requested by the Worldwide Program Coordinator.
Reports directly to the Program's Worldwide Coordinator in Washington, D.C. This is a one year independent contract opportunity with the possibility of extension upon program funds and independent contractor's performance. Possible work location will be at an office in Mexico City or in a foreign government building.
